The same applies to PDF files that are set to open in Firefox by default. When you set an application to open files of a specific type in your Firefox preference settings, those files will open automatically, even files served by the website with "content-disposition: attachment". I suspect that while are correct that this is some kind of logical bug to some extent, that you do not realize it is downloading the file either way and if not saving it in your documents folder, then it is just putting it in the Firefox cache folder.
